Abstract
The purpose of the Polk County Transportation System Plan (TSP) is to design and implement
an integrated multimodal transportation plan that meets the needs of the county residents, as well
as those of the region and state. This plan provides a balanced transportation system that
includes the automobile, bicycle, rail, transit, air, walking, and transmission systems (for
example, pipelines). It reflects existing land use plans, policies and regulations that affect the
transportation system and includes a finance element. The TSP also meets the requirements of
Oregon Administrative Rule (OAR) Chapter 660-12, which implements Statewide Planning
Goal 12. When adopted, this plan fulfills the requirement for public facilities planning required
under Oregon Revised Statue (ORS) 197.712(2)(e), Goal 11, and OAR 660, Division 11 as they
relate to transportation facilities. Additionally, it becomes the transportation element of the
county’s Comprehensive Plan. [From the Plan]
