Abstract

State law requires that an Interchange Area Management Plan (IAMP) be completed before any funding can be released for projects identified at the Coburg/l-5 interchange to fix the problem. In addition, Oregon Administrative Rule (OAR) 734-051-0155(6) states: "Interchange Area Management Plans are required for new interchanges and should be developed for significant modifications to existing interchanges..." The Coburg/lnterstate 5 IAMP documents the planning process to develop an alternative that will improve and protect the function of the Coburg/i-5 interchange. The purpose of the IAMP is to ensure that public investments in state infrastructure are protected through an integration of transportation and land use planning at the city, county and state levels. The IAMP recommends: (1) operational and physical improvements, including access management, and (2) local policy and development code cha nges. The IAMP is a collaborative document and reflects coordination among the Oregon Department of Transportation (ODOT), the City of Coburg, and Lane County. The IAMP must be adopted by the Oregon Transportation Commission (OTC), the City of Coburg and Lane County to be in effect.
