Abstract
The adopted comprehensive plan and zone change amendments were considered concurrently with a petitioner-initiated annexation. The amendments included changing the Salem Area Comprehensive Plan designation from "Developing Residential" to "Multi-Family Residential", and change zoning from Marion County "UT-5" to City of Salem "RM1".
