Abstract

The adoption of the Territorial Sea Plan Part 5 allows the development of Oregon state waters. The Territorial Sea Plan identifies Coos County as one of the areas suitable for ocean wave energy, making Coos County a prime location to test the theory of community readiness. This study applies the theory of community readiness, customized to the ocean energy industry, to the Coos County region. The study uses a scorecard assessment tool customized for ocean energy development to assess Coos County’s readiness. Ultimately, this study aims to understand (1) how well the community readiness theory works when evaluating a specific industry and (2) if Coos County is ready to develop ocean renewable energy along its coast.
