Abstract

This report focuses on a specific set of questions developed with three BLM districts to begin shedding light on some local parts of the larger procurement issues. Coos Bay, Eugene and Lakeview District BLM mangers, contractors and forest community leaders need to know if contractors in nearby communities have realized new opportunities in this work, and if the agencies have been able to meet their needs. And both agencies and contractors are interested in knowing how well contractors have been adapting to the addition challenge of the recent shift to electronic commerce in BLM and Forest Service procurement. This assessment is one step in finding out, “How are we doing?” Based on the broad purpose and objectives identified in the cooperative agreement, and on discussions with district line officers and staff to refine the work plan, we developed monitoring questions that fit these objectives and the available data, and established a useful definition of “local” in order to discuss local contract capture and opportunities. In a later section of the report the particular concerns and questions of the districts are addressed.
