Abstract: This project, known as the Multnomah County-Portland Unincorporated Urban Area Functional Compliance Project, includes those areas of unincorporated Multnomah County that are within both the city's Urban Services boundary and the metropolitan regional Urban Growth Boundary.... As part of this process, the city is implementing measures to comply with Statewide Planning Goal 5, which requires all Oregon cities and counties to "Conserve open space and protect natural and scenic resources."
