Abstract: Analyzes proposed assembled land exchange between Clearwater Land Exchange-Oregon and the Forest Service, involving acquiring and conveying within the Malheur, Umatilla, and Wallowa-Whitman National Forests. Plans to provide for more efficient cost effective management of Forest lands through consolidation, and to acquire and protect habitat for Threatened and Endangered species and lands within Congressionally Designated Areas. Concerns include exercise of American Indian treaty rights and cultural uses, water quality, fisheries, old growth associated species, and social and economic environment.
