The area [covered by the Plan] includes a mix of residential, commercial, industrial and public land uses. Brooks has two schools, a fire station, and a post office. Hopmere contains industrial and commercial uses within the Brooks-Hopmere boundary; with several residences along River Road on less than an acre parcels being included in the boundary due to existing non-farm use under current Exclusive Farm Use zoning. The county comprehensive plan originally prepared to address statewide planning goals listed Hopmere as a Rural Service Center and Brooks as a Rural Community. The freeway interchange between the two was also recognized as a Rural Development Center in the plan. The community includes only areas planned and zoned for residential, commercial and industrial development and public uses; no no land planned for farm use is included though the Ogden-Martin waste to energy utility facility is included in the boundary and zoned Exclusive Farm Use. Marion County : Community wildfire protection plan

Developed by the local coordinating group comprised of rural fire protection districts, local government, state and federal agencies, and community-based organizations, the plan mission is to enhance community safety and values through fuel hazard reduction, risk reduction, fire prevention and reduce the risk from wildland fire to life, property and natural resources in the County. While the Marion County CWPP provides a foundation and resources for understanding wildland fire risk and opportunities to reduce potential losses from wildland fire, individual communities, fire districts and neighborhoods can take local action by developing community-specific fire plans or by participating in countywide activities for prevention and protection. The Marion County Comprehensive Plan was developed for the purpose of providing a guide to development and conservation of Marion County's land resources. It is a generalized long-range policy guide and land use map that provides the basis for decisions on the physical, social, and economic development of Marion County. It represents a public statement of the most desirable land conservation projections for the next 10 to 20 years. These policies and statements are based on inventories, developmental limitations, projected needs, public attitudes, countywide urban growth management project framework and implementation strategy, and the State Land Conservation and Development Commission Goals and Guidelines. The Marion County Natural Hazards Mitigation Plan affects unincorporated urban areas, and the rural, unincorporated areas of the county. Map 1 shows cities, urban unincorporated areas, and major roads and rivers in Marion County. While this plan does not establish requirements for the cities in the county, it does provide them with a framework for planning for natural hazards. The resources and background information in the plan is applicable countywide, and the goals and recommendations can lay groundwork for local mitigation plans and partnerships. [From the Plan

Marion County : Natural heritage park selection and acquisition plan

The Natural Heritage Parks Program has three primary objectives. 1. Provide visitors the opportunity for nature-oriented recreation, environmental education, and appreciation of Marion County’s natural heritage. 2. Provide critical habitats for rare plants and animals. 3. Reestablish important environmental processes. To select the potential Natural Heritage Park sites, the pre-Euro-American settlement ecosystems that the county wished to represent within the park system were first defined. Working with these historical ecosystems as objectives, a decision framework was developed for identifying specific areas that could be preserved or restored, while also providing secondary benefits that achieved county goals. This framework was developed through research of similar projects, recommendations from county staff members, discussions with other public land management agencies, and a close examination of the county’s long-term goals. Marion County : Rural transportation system plan

The Marion County Rural Transportation System Plan (RTSP) provides the framework for developing an efficient, well-balanced, and cost-effective transportation system for the next 20 years. The plan addresses the Transportation Planning Rule (TPR) requiring the County to develop and adopt a 20-year transportation plan. The area covered in the RTSP includes all rural County transportation facilities outside the urban growth boundaries of the 20 cities within Marion County. The Sublimity Interchange, located at the junction of Oregon 22 and Cascade Highway in Marion County, Oregon, will be undergoing modifications and improvements. In light of these planned improvements, this Interchange Area Management Plan (IAMP) documents the land use and transportation strategies developed to protect the function of the Sublimity Interchange over the long-term (20-plus years) , as directed by Oregon Administrative Rule (OAR) 734-051-0155(6).... This document includes a complete description of the IAMP development process, land use assumptions, existing conditions analysis, access-related alternative evaluation, and traffic operations analysis. County Comprehensive Plan policy does not allow for extension of sewer service unless a health hazard problem exists for which there is no other alternative with such extension requiring County approval and a Goal 11 exception.
