These opportunities and constraints have been developed to address the needs of the City of Scappoose, PNWR, ODOT, and Columbia County. Through a six-month planning process, the community and its transportation service providers have crafted a preferred alternative with specific recommendations for each study grade crossing as well as several local access and circulation improvements. This final report provides the City, PNW, and ODOT with a framework for future reconstruction and development projects as well as a tool with which to leverage grants and other funding sources to complete the necessary infrastructure construction and reconstruction. The plan is intended to serve as a guide for the management of existing transportation facilities, and for the design and implementation of future transportation facilities. The plan was prepared to address federal and state regulations that require urban areas to do long-range planning, as well as to address local concerns regarding rapid growth in the Scappoose urban area. The long-range plan implements portions of the Oregon Transportation Plan and is in conformance with the State Transportation Planning Rule (Goal 12).
