Item Open Access Tigard : City center urban renewal plan(City of Tigard (Or.), 2005-12-06) Cascade Economic Planning; Launer, Jeannette M.; Urban Land Economics; SERA Architects; Tigard (Or.); Tashman Johnson LLCThe City Center Urban Renewal Plan (the â Planâ ) contains goals, objectives and projects for the revitalization of the City Center Urban Renewal Area (the â Areaâ ). The Area, shown in Figure 1, is predominantly zoned for commercial use, encompassing lands in Tigardâ s Central Business District, General Commercial District and Professional Commercial District. In addition to commercial lands, residential property on the east side of Hall Boulevard and adjacent to Fanno Creek is located within the R-4.5 Low-Density Residential District, R-12 Medium-Density Residential District and R-25 Medium High-Density Residential District. Under existing conditions, the Area is underdeveloped and lacks the mix of high quality commercial, office, residential and public uses suitable for the Cityâ s Central Business District.
