The goals of this study, as developed by the technical and citizen advisory committees, were
to develop a transportation system to provide mobility, improve circulation, and ensure the
safety for all travel modes; preserve, protect, maintain, and improve the transportation environment
as an enjoyable experience; balance the variety of demands on the transportation
system to preserve and extend the useful life of all facilities; and, maximize the cost effectiveness
