This Consolidated Plan has been prepared to comprehensively bring together planning efforts for Clackamas County’s housing and community development programs. The Consolidated Plan attempts to coordinate planning and implementation of available housing programs and to address non-housing community development needs and assistance. An initial requirement of the Consolidated Plan is the selection of a single time frame for the CDBG, ESG, HOME and HOPWA programs. The Consolidated Plan must identify the County's housing and community development needs and formulate a long-term (3-5 year) strategy for addressing identified needs with available resources. Clackamas County prepares a Consolidated Plan for anticipated housing and community development activities every three years. [From the Plan]
