Development codes are ordinances implementing a local government’s comprehensive plan. They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.

The basic function of the Comprehensive Plan is to provide policy for coordinating and guiding change in Veneta over a long period of time. The Comprehensive Plan also: Guides local government officials and staff in developing and implementing public planning activities; Provides essential planning information for citizens to understand and get involved in planning decisions. It also references other supplemental documents; Assists the public in measuring the community's progress over time; Contains information and policy direction to provide a basis for consistent and coordinated planning decisions by all public agencies; Serves as a general planning framework that can be supported by more detailed planning programs that meet specific needs in the community; Addresses social, environmental, and economic effects of physical planning policies and decisions. This Community Facilities Assessment contained four separate parts: a demographic analysis and community profile, an inventory of local community facilities and assets, community feedback through interviews and a questionnaire and finally a findings section. The Fern Ridge Trail System is a long range vision. This document is a conceptual tool that provides some general insight into the need for the proposed trail system, trail siting opportunities, factors that influenced mapping and project prioritization, and funding strategies. The purpose of engaging in this preliminary planning process is to raise awareness about the vision and to create a conceptual framework that will help facilitate the development of partnerships. Veneta : Southwest area specific plan

This Veneta Southwest Area Specific Plan is a refinement of the Specific Plan that was presented to the City of Veneta in 1999 and adopted in 2000. It includes a number of changes to address conflicts between housing density and lot size limitations, recognize additional wetlands and allow limited filling and alteration, encourage use of a surface stormwater drainage and detention system that is separate from existing wetlands and drainageways, and provide flexibility of housing type and density to respond to shifts in the housing market. The Plan provides a performance-oriented approach for developing the 128-acre Southwest Neighborhood Center into a new neighborhood of mixed residential and supporting commercial uses. The Veneta Transportation System Plan (TSP) is the long-range policy document that guides transportation planning within Veneta’s urban growth boundary (UGB) for the next 20 years. The plan will be updated every five years or when needed. The goals and policies are part of Veneta’s Comprehensive Plan. Ordinance amendments that implement the plan will also be adopted. The City seeks to change the Comp Plan and Zoning designations for these two parcels to reflect their intended usage. Taxlot 1900(.5acres) comp/rezone from SFR8000 to Parks. Taxlot 1212(1.1 acres) comp/rezone from Parks to SFR8000.
