the process included: involving the City of Adrian (Chapter 1); reviewing Existing Plans and Policies (Chapter 2); establishing Goals and Objectives (Chapter 3); describing the Existing Transportation System (Chapter 4);
developing population, employment and travel forecasts (Chapter 5); developing and analyzing and evaluating potential transportation system improvements
