    "The Harney County Comprehensive Plan...is a generalized long-range policy guide and decision-making tool, which will affect economic, social and physical development of Harney County. It represents a public statement of the most desirable land uses projected for the years to come." [From the Plan] "Harney County Comprehensive Plan 2002. This is the version of the Harney County Comprehensive Plan that was initially adopted in the mid-1980s. Since then there were various modifications of which this text represents. However, there are alterations being made to this document currently and should be completed in April of 2001. These alterations include a total reformatting of the text as well as updates to the text itself. Policies have been reviewed and found to be consistent with the future vision of the County.     Development codes are ordinances implementing a local government’s comprehensive plan. They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. In some cases the sections pertaining to subdivision of land may be included in the zoning ordinance.

    The Harney County Transportation System Plan (TSP) guides the management of existing transportation facilities and the design and implementation of future facilities for the next 20 years. This TSP constitutes the transportation element of the county’s comprehensive plan and satisfies the requirements of the Oregon Transportation Planning Rule established by the Department of Land Conservation and Development. It identifies and prioritizes transportation projects for inclusion in the Oregon Department of Transportation’s (ODOT’s) Statewide Transportation Improvement Program. [From the Plan]
