Dept. of Community DevelopmentThe purpose of the Plan is to use the tools provided by urban renewal (ORS 457) to overcome barriers to the development of the Area, which is currently vacant, and create economic opportunities that will benefit local and regional residents. These tools include tax increment financing (see Section X), which means that the property taxes resulting from growth in property value within the Area can be used to finance improvement projects and programs, and the acquisition and sale of land for development as part of a public/private development partnership. Planning DivisionAt the time the West Salem Neighborhood Plan (PLAN) was adopted the City of Salem was undergoing review of its Comprehensive Plan. In a three-phrase process titled Salem Futures, extensive public involvement helped to determine the preferred land uses for Salem in the next 50 years. Phase III of this process, not yet initiated at the time of PLAN approval, will guide the implementation of the preferred land use alternative. [From the Plan]
