Abstract
The purpose of the Plan is to use the tools provided by urban renewal (ORS 457) to overcome
barriers to the development of the Area, which is currently vacant, and create economic
opportunities that will benefit local and regional residents. These tools include tax increment
financing (see Section X), which means that the property taxes resulting from growth in property
value within the Area can be used to finance improvement projects and programs, and the
acquisition and sale of land for development as part of a public/private development partnership. [From the Plan]
