These tools include tax increment financing (see Section X), which means that the property taxes resulting from growth in property value within the Area can be used to finance improvement projects and programs, and the acquisition and sale of land for development as part of a public/private development partnership. The Refinement Plan can serve as a basis for evaluating private development proposals and provides a common framework for those engaged in the revitalization of the area. The Refinement Plan identifies opportunities for redevelopment and new development and includes recommendations for public facility and transportation improvements necessary to revitalize the area. The Refinement Plan reflects a common vision for affected property owners, local residents, area businesses, state agencies, the City of Salem, the Urban Renewal Agency, and community stakeholders for the revitalization of the West Salem Gateway Area.
