A special use authorization on the three National Forests that authorizes 1) management of danger trees outside the ROW; and 2) use and maintenance of transmission line service and access roads outside the ROW.

Announces decision selecting Alternative 3, thinning the stands with a focus on accelerating the development of late successional stand characteristics in critical habitat for the northern spotted owl and increasing time between harvest entries. With this modification, Alternative 3 commercially thins about 1272 acres of 30-60 year-old, even-aged managed stands in the Park/Lost Lake, Hackleman and Smith subwatersheds to increase growth and vigor of residual trees; accelerate development of structural and compositional diversity.

Traverse Creek thin project environmental assessment

Proposes to thin area of over 2,900 acres of dense, even-aged, uniform, single-story, 35- to 60-year old plantations. This alternative is expected to yield approximately 40 million board feet of timber sawlogs to meet the purpose and need of maintaining the growth and health of the stands and producing a sustainable, commercial yield of wood products. The alternative uses a combination of ground-based, skyline and helicopter log-yarding systems with an emphasis on minimizing residual damage and disturbance.

French Bug timber sale decision notice and finding of no significant impact

Announces decision to select Alternative 3 to implement timber harvest on approximately 1276 acres of densely stocked, previously managed stands within the French Bug project area. This alternative will include commercial thinning on roughly 1264 acres, 1/2-acre gaps on 21 acres (15 acres within the thinning stands and 6 acres within the gap only stands), and larger gaps (1-3 acres) on 30 acres (22 acres within the thinning stands and 6 acres within the gap only stands). Total volume of commercial timber harvested is expected to be 15.1 million board feet (MMBF). Also includes maintenance and construction of roads.

Research vegetation control environmental assessment

The McKenzie River Ranger District (MRRD) on the Willamette National Forest (WNF) proposes to treat competing vegetation occupying research plots on approximately 5416 m2 with glyphosate. This treatment may occur at a yearly frequency for the next 10 years. The purpose of the project is to effectively remove vegetation interfering with the objectives of the research proposals. This action is tiered to the Willamette National Forest Invasive Plant EA (2007) and to direction provided in the Pacific Northwest Region Invasive Plant Program, Preventing and Managing Invasive Plants Record of Decision (USDA Forest Service 2005a). The proposed action includes manual and/or herbicide treatment methods.

Announces decision to implement Alternative B of the project EA, to thin 2463 acres, yielding a gross estimate of 47.8 million board feet of wood products that would be sold over 3 years beginning in fiscal year 2008. The objectives would be to restore structural diversity in stem exclusion stands to enhance wildlife habitat, accelerate restoration of late-successional conditions for stands within riparian reserves, provide a sustainable supply of wood in support of the local and regional economy, restore "open oak savannah" stands where they were historically present, restore degraded roads infrastructure, improve the role of fire as a natural disturbance process in the ecosystem, and protect and maintain water quality and reduce hazardous fuel levels in the watershed for commodities in the wildland-urban interfaces.

Announces decision to implement commercial thinning of Units #15, 15A, 15C, and 16 of Alternative A of the project EA, which was deferred in the previous decision notice owing to ongoing litigation involving survey requirements and management of rare and uncommon species on federal lands. The remaining four units will be thinned, yielding about 1.4 MMBF using the same combination of log yarding systems with an emphasis towards low cost ground-based yarding systems.

Huckleberry Flats OHV Trail Expansion Decision Notice and Finding of No Significant Impact

Announces decision to implement Alternative 1 of project EA, to increase the existing OHV trail system by approximately 30 miles to 63 miles, including a trail segment that will provide an alternative route to a mixed-use road where higher vehicle speeds may occur as well as other connecting segments. A Nonsignificant Forest Plan Amendment is included in the Proposed Action, which would 1) change the designation of the Huckleberry BGEA (Big Game Emphasis Area) from Medium Emphasis to Low Emphasis and 2) change the designation of the adjoining South Christy BGEA from Medium Emphasis to High Emphasis to increase the quantity of habitat management there to compensate for the reduction in the Huckleberry area.

Echo Staley Road Storage and Illegal Household Trash Site Management Decision Notice and Finding of No Significant Impact

Announces decision to implement Alternative 2 of project EA, to close up to 23 miles of roads in the Echo, Staley, Simpson, and Noisy Creek drainages within the Upper Middle Fork watershed to motorized traffic, and place about 21 miles of these roads into maintenance storage condition for 10 or more years. Also agrees to close up to 33 miles of road and two dispersed sites within the Middle Fork Willamette River/Lookout Point, North Fork of Middle Fork Willamette River, and Salmon Creek watersheds year-round or seasonally with boulders or gates to reduce illegal household trash dumping.

Proposes to harvest timber on 1668 acres, yielding about 19 million board feet. Includes about 834 acres of final shelterboard (overstory) removal, 52 acres of shelterboard creation, 3 acres of clearcut with reserves, 633 acres commercial thinning to 50 to 70% canopy closure and about 146 acres post and pole harvesting. Also includes road maintenance on 28.76 miles of road, and 4.1 miles of temporary road work.
