They include two components: a zoning ordinance and a subdivision ordinance, which may be adopted and published as separate documents under their own titles. The 2003 Garibaldi Transportation System Plan (TSP) addresses ways to improve the transportation system to serve existing needs and to support anticipated growth in population and traffic during the next 20 years. The TSP considers future traffic volumes and circulation patterns in a way that emphasizes the local street network and protects the function of U.S. 101, a statewide highway that also serves as Garibaldi’s main street. Chapter 5 of the TSP was made a section of the Comp Plan, and the entire TSP became an Appendix to the Comp Plan. The TSP is a bulky document, is in a separate report, and serves as the City’s Street and Transportation Master Plan. In June 2006, the Council adopted five new sections to the Comp Plan based upon work funded through a DLCD Technical Assistance grant. Updated chapters were “Housing,” “Economy,” “Parks and Recreation,” and “Public Facilities.” A “Waterfront Concept Plan” was added to the “Estuary and Shoreline Policies” chapter as well.
