Disaster mitigation is any action taken to eliminate or reduce the vulnerability of people and
property to disasters. This Pre-Disaster Mitigation Plan looks at the hazards facing the City of
Medford and defines the vulnerability of people and property to those hazards. The Plan then
identifies a set of actions or mitigation measures that may be taken pro-actively to reduce the
