Planning for unincorporated communities in Tillamook County began with changes in the state land use rules in the early 1990's. The Rural Communities Rule (OAR 660-22) requires planning for Unincorporated Communities. Barview/Watseco/Twin Rocks is classified as a Rural Urban Community, one of twelve Unincorporated Communities in Tillamook County that meet the state's criteria. As part of its Periodic Review, The Tillamook County Department of Community Development has undertaken planning for each of these communities. Planning for the county's five Urban Unincorporated Communities occurred first, in the late 1990's. Planning for Barview/Watseco/Twin Rocks and the county's five Rural Communities and one Rural Service Center began in 2000, with the adoption of Unincorporated Community Boundaries. In March and April of 2002, Community Development staff conducted a Community Survey by mail and held a Community Meeting in Barview/Watseco/Twin Rocks. It also includes Oregon's 2005-2007 Regional Strategy, required for receipt of Oregon Lottery Regional and Rural Investment Funds. Since two sets of guidelines are involved, the Plan provides separate sections on each strategy.

The City of Tillamook Transportation System Plan (TSP) is a guide for the city to develop appropriate transportation facilities in the city. The TSP incorporates the community's vision while remaining consistent with state, regional and local plans and standards. The City of Tillamook TSP was developed through a process that first identified the transportation needs, then developed and analyzed potential projects that address those needs. Lastly, the TSP developed a financing plan for the projects that best address Tillamook's needs for the next 20 years. [From the Plan]

The Highway 131 Transportation Refinement Plan addresses key transportation issues along Oregon Highway 131 (Highway 131) as it travels through the unincorporated communities of Oceanside and Netarts in western Tillamook County, Oregon (Figure 1). The plan is a refinement of the 2003 Tillamook County Transportation System Plan (TSP), which identifies the need for transportation planning on Highway 131 within and between Oceanside and Netarts. The objectives of the Highway 131 Transportation Refinement Plan are as follows: identify strategies to improve bicycle and pedestrian safety on Highway 131; identify strategies to address parking and circulation in Oceanside and Netarts; identify main street strategies in Oceanside and Netarts to address pedestrian, bicycle, and auto circulation while maintaining the through function of Highway 131; evaluate an Oregon Department of Transportation (ODOT) Special Transportation Area (STA) designation for the community of Oceanside. Tillamook County obtained a State of Oregon Transportation Growth Management (TGM) Program grant to prepare a transportation plan for the unincorporated community of Pacific City/Woods. This plan will serve as a model for other communities in the county. This work requires refinement, elaboration and integration into other county planning initiatives.... The Pacific City/Woods Transportation Plan utilizes the previously completed transportation efforts, policies and visions; identifies additional and modified transportation improvement project recommendations; and incorporates the recommendations, standards and policies into the Tillamook County regulatory process. Tillamook County : Stream corridor management plan

[T]his plan is driven by the particular resource issues that stem from the 1992 mediated agreement and its 1999 modification. This plan is intended to address stream bank erosion in relation to the buildup of gravel bars. While it is not intended as a means to restore commercial gravel operations in the rivers, it does recognize the opportunities for commercial byproducts from stream bank stabilization projects and off-channel/wetland creation.
