    The Wheeler County Transportation System Plan (TSP) guides the management of existing transportation facilities and the design and implementation of future facilities for the next 20 years. This TSP constitutes the transportation element of the County’s comprehensive plan and satisfies the requirements of the Oregon Transportation Planning Rule (TPR) established by the Department of Land Conservation and Development. It identifies and prioritizes transportation projects for inclusion in the Oregon Department of Transportation’s (ODOT’s) Statewide Transportation Improvement Program (STIP). Although individual TSPs were not prepared for the cities of Fossil, Mitchell, and Spray in conjunction with this County TSP, relevant issues and concerns raised by representatives of each city are addressed throughout this document.
