Item Open Access 2008 Non-Commercial thinning and fuels reduction project decision memo and categorical exclusion(2008-06-09) Umatilla National Forest (Agency : U.S.)Approximately 500 acres per year will be treated during a five year period beginning in 2008 for a total of 2,500 acres. Of the 500 acres treated each year, approximately 300 acres will be non-commercially thinned and 200 acres will be treated for fuels reduction using either hand or mechanical methods. Access will be restricted to existing roads.Item Open Access North South OHV trail project decision memo(2009-03-02) Umatilla National Forest (Agency : U.S.)Announces decision initiating project developing a designated OHV trail by using existing roads, existing areas of past disturbance (skid trails, temporary logging roads, and firelines), and minimal new trail construction (5.5 miles) along road corridors of FRs 40, 43, and 44. This trail will move ATV and motorcycle traffic from approximately 12.7 miles of motorized mixed-use traffic on FR 40 to approximately 11.9 miles of newly designated ATV trail that parallels the road. The entire trail will be approximately 30 miles long and will provide ATV access from Stevens Ridge to Big Butte. Includes reduction of tree stocking densities and reestablishment of vegetation composition to those of 100 years ago, reduction of fuel accumulations, and reduction of overload sediment flow with closure of some roads and reduction of overall road density. Decision notice announces implementation of a modified Alternative 1 of project EA, placing the Upper Sourdough Pasture in resource protection along with the three others not used for grazing.Item Open Access School fire salvage recovery project draft supplemental environmental impact statement(2007-02) Pomeroy Ranger District (Or. and Wash.)Supplement was issued in response to 9th Court of Appeals decision of February 12, 2007, finding the Project inconsistent with the Forest Plan by inappropriately implementing the "prohibition on logging of any 'live tree' less than or equal to 21 inches diameter at breast height that currently exists in the sales areas -- i.e., any tree of the requisite size that is not yet dead." The Court went on to conclude that the agency could not harvest "dying" trees because they were not dead. Also finds that treatment will not threaten sensitive plant and terrestrial wildlife or habitat.Item Open Access Wenaha Breaks Research Natural Area environmental assessment and establishment record(2008-04) Pomeroy Ranger District (Or. and Wash.)EA proposes to amend Umatilla Management Plan to establish a 1900 acre area as the Wenahee Breaks Research Natural Area within the boundary of the Wenaha-Tucannon Wilderness, approximately 15 air miles west of Troy, Oregon. It has been identified as a cell need (or elements) in the Blue Mountains for several vegetation types: 1) mid-elevation ponds with aquatic beds and marshy shore; 2) grandfir/ twinflower; 3) grand fir/ big huckleberry; and 4) grand fir-Pacific yew. In addition to the mesic grand fir plant associations, this complex also contains, Douglas-fir/ pinegrass, Douglasfir/ ninebark, ninebark-snowberry plant associations common to the mesic forests in the Blue Mountains physiographic province. Establishment record and designation order formally establish the area, which fulfills an RNA need for a mesic grand fir-dominated forest type in the Blue Mountains.Item Open Access Teal fire salvage recovery project decision memo(2007-06-11) Pomeroy Ranger District (Or. and Wash.)Announces decision to implement project stemming from 2006 Columbia Complex Fire, which burned 39,000 acres of Pomeroy Ranger District. Includes removing trees on 250 acres along 20 miles of haul routes, construction of two roads totaling less than 1/2 mile, and some prescribed burning.Item Open Access Tucannon ecosystem analysis(2002-08) Pomeroy Ranger District (Or. and Wash.)Provides analysis of Umatilla National Forest lands within the watershed, characterizing the historic and current biotic and abiotic conditions. Findings include a declining vegetation diversity, 55% of the upland forest has tree densities exceeding recommended levels, wildfire risks are severe in many sections, the Tucannon River has become wide and shallow without woody material and possessing degraded fish habitat, roads continue to contribute sediment and create some channel instability, twelve invasive weed species are present, the clustered lady slipper is the only Forest Sensitive Plant present, 173 historic properties have been located, one endangered and two threatened species are on the Forest Plan list, the total amount of late-old structure is below desirable levels, and prescribed burning should be performed periodically to maintain forage quality.
