Abstract

In January 2004, Washington County undertook the development of the 2005-2010 Consolidated Plan, the strategic planning document that provides a framework for the County .... Work commenced with a comprehensive housing and non-housing needs assessment which culminated in a Needs Assessment Summary designed to bridge the time period between the early application intake process and the start of the new five year cycle.....The 2005 Action Plan, or Volume III of the Consolidated Plan, implements the first year of the new five-year cycle by linking the projects selected with the priorities developed during the planning process. The Plan describes how Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME), Emergency Shelter Grant (ESG), and American Dream Downpayment Initiative (ADDI) program resources will be used in the coming year to address the priority needs and local objectives established in the Consolidated Plan.
