Abstract

The Russell Street Improvements Planning Project outlines a street design concept plan for Russell Street, N Mississippi and N Albina Avenues. MAX will bring increased pedestrian traffic to the Lower Albina industrial area. The project had two major challenges: How to safely accommodate the increased pedestrian traffic without a negative impact on truck traffic. The other major challenge was how to reinforce the east-west connection between the upper and lower parts of Russell Street by changing the perception of the I-5 overpass from a barrier to a gateway destination or focal point.
