| dc.description.abstract | This study provides a comprehensive review of higlway/rail grade crossing geometric and operational opportunities and constraints. These opportunities and constraints have been developed to address the needs of the City of Scappoose, PNWR, ODOT, and Columbia County. Through a six-month planning process, the community and its transportation service providers have crafted a preferred alternative with specific recommendations for each study grade crossing as well as several local access and circulation improvements. This final report provides the City, PNW, and ODOT with a framework for future reconstruction and development projects as well as a tool with which to leverage grants and other funding sources to complete the necessary infrastructure construction and reconstruction.
