| dc.description.abstract | The Elgin Transportation System Plan (TSP) identifies existing transportation facilities and provides guidelines for future planned and constructed transportation facilities until the year 2018. This TSP updates the transportation element of the Elgin Land Use Plan and replaces the 1979 Elgin Street Plan. The TSP is intended to satisfy the requirements of the Oregon Transportation Planning Rule (TPR) and implement Statewide Planning Goal 12: Transportation, which is Oregon's transportation planning law.
