Abstract

[This document] is an analysis of the functions and impacts of encroachments in the public right-of-way that led to the development of the policy. Included in this analysis are the impacts of encroachments on street-level activities, urban design, the microclimate, and public use and safety. This analysis also examines encroachment policies of other cities and examined existing city codes and procedures as they relate to encroachments in the public right-of-way. [From the document]
