Abstract
The purpose of [this] report is to:
1) Complete an inventory of existing access spacing for public and private approaches along the
highway segments within the urban growth boundaries (UGBs) of Bums and Hines;
2) Compare the existing highway access spacing in Bums and Hines with the access spacing
standards and access management provisions contained in the 1999 Oregon Highway Plan
(OHP);
3) Qualitatively evaluate the general direction of potential future development along the state
highways in the urbanizing areas of Bums and Hines in relation to the access management
provisions contained in the OHP; and
4) Identify recommended access management strategies to be implemented as future development
occurs along the highways in Burns and Hines that will be compatible with the State's access
management provisions and standards contained in the OHP. [From the Plan]
