Abstract
In order to achieve the goals and objectives of this Plan, the following activities, subject to the
availability of appropriate funding, may be undertaken by the Agency, or caused to be
undertaken by others, in accordance with applicable Federal, State, County, and City laws,
policies and procedures and in compliance with the provisions of this Plan....
The following projects and activities are hereby deemed necessary to:
eliminate blighting conditions and influences;
reverse presently depreciating property values;
make the Area attractive for stabilization, expansion, rehabilitation or
redevelopment of existing businesses, industries and housing;
create a physical, visual and economic environment that will attract new,
job producing development on the AreaĆ¢ s substantial vacant land; and to
further the objectives of the Urban Renewal Plan as set forth in Section
