Abstract
This paper, and a companion one (NIFDI Technical Report 2014-4), examine that question.
The results indicate that the differences involve two general issues: 1) the policies of the
WWC and the ways in which they differ from those typically used within the social sciences
and 2) errors in the review procedures of the WWC. The companion report examines specific
errors in the recent WWC analysis of RM and describes the conclusions that would have
been made if these errors had not occurred and if standard methodological criteria had
been used. This report focuses on the policies of the WWC, contrasting their procedures with
traditional and standard methodological approaches.
