Abstract

Phase II of the Corvallis Land Development Code Update The Corvallis Planning Commission has held four worksessions addressing items for update of the Land Development Code (LDC). The primary purpose of this effort is to develop interim protection regulations for wetlands and streams while more complete information is accumulated through the Natural Features Inventory (NFI) project. The State refers to these interim measures as "safe harbor" protection and they are to be used until the full State-mandated Planning Goal 5 process is completed. The full process will include the need to balance the protection of environmental features with the need to provide land for economic development and housing needs. In addition to the interim wetland and stream protection standards currently being developed, several policies from the new Corvallis Stormwater Master Plan are being implemented. Incentives for removal of structures and impervious surface from within the 100-yr floodplain are being developed as are standards for stream shading. Finally, work is being done to clarify processes for modifications to planned developments and to create the opportunity to modify conditional developments and subdivision tentative plats under specific circumstances.
