Abstract
This Plan will:
give background information about the community to help set the
stage for the planning process; discuss the current and predicted situations surrounding and infusing
city government;
identify the major issues facing the Community and the priority for
dealing with those issues; establish the basic parameters for city government including a mission
and guiding principles; and
establish strategies for approaching each, and identify the specific
