Abstract
This Transportation System Plan (TSP) has been completed to help provide direction for transportation systems i~
the Astoria urban area over the next 20 years, as well as to meet federal, state, and local transportation planning
requirements. Other plans such as those previously prepared for the US 101 and US 30 corridor were considered to
ensure compatibility.... Direction for this planning
effort was provided by a Transportation Advisory Committee (TAC) with representatives from the public, City of
Astoria, Clatsop County, and ODOT. Goals and objectives were developed by the TAC and through the public
involvement process with one of the goals being to assess the impacts of an Astoria Bypass. Data were collected
on current conditions for transportation including information on all transportation mode systems. This
information was used as the basis for projecting traffic conditions using a transportation model for 10-year (2006)
and 20-year (2016) periods. The Transportation System Plan was prepared based on the results and findings. [From the Plan]
