Abstract

The purpose of this report is to assess the viability and financial feasibility of a proposed education and skills training center, as presently conceived, at the Fish Lake Historic Site. To reach our conclusions, CPW assessed demand for the center through a market analysis and conducted a feasibility assessment based on projected costs and revenues. In the first phase of this study, CPW assessed potential demand for conceived programming through a market analysis. This analysis was completed using the following three steps: (1) document review, (2) case study analysis of comparable facilities and organizations, and (3) analysis of potential user groups and organizations. During the second phase of the study, CPW examined the operational and maintenance financial feasibility of the center. Information from the market analysis, combined with the conceived programming, was used to develop cost and revenue estimates for several potential operational models.
