Abstract
It is the purpose of the Comprehensive Plan to provide the City with a guide to future growth in accordance with the desires of the citizens of the town. A Comprehensive Plan is "a generalized, coordinated land use map and policy statement of the governing body...that interrelates all functional and natural systems and activities relating to the use of land". (ORS 197.015) It is intended to be a constitution for the City, reflecting its desires and concerns, to be used as a tool in regulating and directing the use of land. [From introduction.]
