Abstract

The plan has a planning horizon to the year 2015, and represents for the first time a comprehensive, multi-modal transportation plan to guide transportation investment in the City over the next 20 years. As an input into the plan, an assessment of existing conditions was conducted, as well as an assessment of highway and transit system alternatives, and potential financing mechanisms. To aid the alternatives analysis and plan development, an updated year 2015 traffic forecasting model was developed, using year 2015 population and employment projections. The highway system alternatives analysis, in addition to a no-build alternative, focused on an assessment of three 1-5 access alternatives: 1. develop a split diamond interchange; 2. develop a second interchange at Butteville Road; and 3. improve the existing interchange, including an option to convert to a partial cloverleaf configuration.
