Abstract
The purpose of the Proposed Comprehensive Plan is to provide a coordinated
set of guidelines for decision making to guide the future growth and development
of the city. Development of methods to implement these guidelines
is also required if the Plan is to accomplish the desired results. The Plan, when adopted. will provide the city with:
a set of Land Use and Public Facilities Goals and Policies to guide
the development and redevelopment of the city;
a Comprehensive Plan Map and a set of regulations for development,
including a revised Zoning Code, to carry out the Policies;
a guide for the major public investments required to implement the
Plan;
a process for review and amendment of the Plan.
