| dc.description.abstract | The goal of the Comprehensive Plan is to protect and enhance the public health, safety and welfare of the citizens of Hood River. More specific purposes include: 1. To establish a land-use planning process and policy framework as a basis for all decisions and actions relating to land use. 2. To provide for the housing needs of the citizens of the planning unit. 3. To diversify and improve the local economy. 4. To plan and develop a timely, orderly and efficient arrangement of public facilities and services to serve as a framework to direct urban and rural development. 5.
