Abstract

The comprehensive plan is designed to perform several functions: Govern the city staff, planning commission, and city council on development proposals; Provide a capital improvement program on water, sewer, drainage and street proposals for the budget committee and city council; Suggest some useful ideas for the enhancement of the city, and Establish a land use planning process or procedure for making decisions, involving citizens and agencies in that process.
