Abstract

Swan Island provides the regional and local community with a number of invaluable assets, the most prominent being family-wage employment and direct access to the Willamette River and other ecological resources. However, access to and throughout the Island is challenging for pedestrians, bicyclists, and other non-motorized users. The Swan Island Trails Action Plan examined nine trail connections on and adjacent to Swan Island to improve community connectivity and access to employment and the Willamette River. The report is divided into five sections: Design Guidelines, Trail Projects, Maintenance Guidelines, Funding, and Opportunities. [From the Plan]
