This report describes the proposed conceptual design for the portion of Halsey Street that goes through the communities of Fairview, Troutdale and Wood Village between 223rd Avenue and the Historic Columbia River Highway (HCRH). The plan has been prepared for Multnomah County, with assistance from the consulting team of Cogan Owens Cogan, Falconi Consulting and SERA Architects, and a technical advisory committee (TAC) that includes representatives of the county, the three cities, TriMet, Metro and the Oregon Department of Transportation (ODOT).
