The plan has been prepared for Multnomah County, with assistance from the consulting team of Cogan Owens Cogan, Falconi Consulting and SERA Architects, and a technical advisory committee (TAC) that includes representatives of the county, the three cities, TriMet, Metro and the Oregon Department of Transportation (ODOT).     The goals and objectives of the Plan are as follows: promote the redevelopment of the area for a mix of retail, office, residential and public uses. The area is effectively undeveloped but its location makes it a valuable site for a mix of retail, office and residential development and for a riverfront park and other public spaces. The overall goal of the Plan is to promote the optimum redevelopment of this site. Provide the opportunity for redevelopment by upgrading public infrastructure, including streets, sanitary sewer, storm sewer and water facilities; share with the private sector the cost of redeveloping the area in a manner that especially supports city policies regarding land use, design and transportation.     In July, 1995 the City of Troutdale adopted the first Transportation System Plan (TSP) in the Portland Metropolitan area. Since that time, there have been significant changes in regional planning efforts and requirements, in addition to significant growth and planned growth in Troutdale and its surrounding communities. The primary purpose of this update is to address these changes, with focus on: resolving the on-going congestion and circulation issues around the I-84 Interchange; confirming consistency with latest Regional Transportation Plan and Statewide Planning Policies; ensuring that system plans can adequately serve pending major growth areas; both inside the Cityâ s urban planning area (former Alcoa site) and outside the Cityâ s urban planning area (e.g., Springwater and Damascus).     The Troutdale Comprehensive Land Use Plan is a set of maps, policies, and implementing measures affecting land use within city boundaries. Plan policies are formal public commitments that public action will be taken (through implementing measures) to actually do what the policies call for. They define the direction, quantity, and quality of future development and redevelopment. They serve as a guide for both public officials and the general public in the use of zoning powers, subdivision regulations, the design and construction of streets, as well as other land improvements. Implementing measures, such as zoning and development ordinances, are specific approaches or techniques for implementing plan policies.
