Abstract
Although no plan can replace the common sense and good judgment of emergency response
personnel, department directors, and other decision makers, this Emergency Operations Plan
does provide a framework to guide the City of West Linn’s effort to mitigate, prepare for, respond
to, and recover from major emergencies or disasters.
This Plan describes the roles and responsibilities of emergency responders in the City of West
Linn. It sets forth general policies, and documents the guidelines and agreements that have been
reached in order to integrate all emergency response systems into a program for comprehensive
