The Stormwater Management Plan (SWMP) described in this document is proposed for the permit cycle of the Lane County NPDES Phase II permit. Original Application for this permit was submitted in March of 2003. This Stormwater Management Plan will be in affect as of March , 2004 and for the remainder of the permit cycle through March, 2008. The goal of Lane County's Stormwater Management Plan is to use a basin wide approach to meet the requirements of the Phase II permit. Therefore, Lane County will be attempting to partner with the adjoining Cities of Eugene and Springfield around the Urbanized Area required by this Phase II regulation. [From the Plan]en
