dc.description.abstractThe West Tigard Planning Area has been identified as part of the City of Tigard “Active Planning Area.” Under the active planning concept, a City accepts planning responsibilities for areas outside of its corporate limits because the City feels the area will ultimately have to annex in order to receive urban services for development. Although most of the West Tigard Planning Area will have to rely on the City for urban services, some portions may be able to obtain the services for urban development required by the County urban development required by the County urban growth management policies through service districts other than the City. Because of this possibility for development in both the City and the County, Washington County has agreed to adopt a plan for this area which is consistent with the comprehensive plan developed and adopted by the City of Tigard.
