dc.description.abstractThis Plan Update analyzes the hazards based on several factors: history, vulnerability, maximum threat and probability. History looks at the record of previous occurrences in which some type of extraordinary response was required. Vulnerability considers the percentage of population and property likely to be affected under an “average” occurrence of the hazard. Maximum threat is concerned with the highest percentage of population and property that could be impacted under a worst-case scenario. Probability evaluates the likelihood of future occurrence within a specified period of time.en_US
