This category includes plans, often officially adopted as subordinate parts of comprehensive plans, for smaller units of a county, such as unincorporated urban or rural communities, and county sub-areas. The Rural Communities Rule (OAR 660-22) of the Oregon Dept. of Land Conservation and Development requires planning for Unincorporated Communities. These documents may also be called "refinement plans" or, more commonly, "community plans".
