As accelerated restoration initiatives continue,
stakeholders are interested in understanding how
investments affect local economies and communities.
The economic benefit of accelerated restoration
investments in local communities hinges on
the amount of work local contractors are awarded
and the flow of timber to wood processing facilities
in the region. To the extent that local economic
gain is important in these efforts, it is necessary to
understand not just the number and kind of restoration
businesses in the region, but also the ability of
these businesses to take on more work, along with
the challenges and hesitancies they experience
with federal contracting. Initial monitoring efforts
highlight that the full impact of investments will
be evident as projects proceed, and particularly as
they move from planning and analysis into implementation
of on-the-ground work. The purpose of
this paper is to provide a greater understanding
of the local workforce capacity to assist with the
implementation of accelerated restoration projects
in northeastern Oregon. |
